If your task manager is disable by some viruses and you are not able to resolve it then do the following thing , hope it will helps you
Start--->Run ---->
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableTaskMgr /t REG_DWORD /d 0 /f
